These are very small 3 1/2" clay pipes that are traditionally baked into the popular German Weckmann bread figures.
They can also be used as sample pipes, and are just the right size to fit in a pocket.
Clay stemmed pipes were an extremely common trade item in the 18th and 19th century. Fragments of pipes are one of the most common finds at archeological sites of the time period. Smaller, decorated pipes like this are generally 19th century.
